A Risk Register That Actually Gets Used

India has a national standard devoted to construction project risk management — IS 15883 (Part 8):2015, active and reaffirmed in 2020 — and a national adoption of the international standard, IS/ISO 31000:2018. Neither is cited once in the CPWD Works Manual 2014, the SOPs for the CPWD Works Manual 2022, or the Manual for Procurement of Works, Second Edition 2025. This advisory sets out how to operate a register that changes decisions: how entries are written, who owns them, how they are scored, and how often they are reviewed.
