Labour Productivity in Indian Construction: The Measured Record

Indian public works price labour through coefficients printed in CPWD's Analysis of Rates, and Indian statistics count construction workers through the Periodic Labour Force Survey and welfare registers. Neither is a measurement of how much work a worker produces in a day. This report sets out what the published record actually contains, reconstructs three CPWD rate analyses line by line to show what a labour coefficient is and is not, and states plainly where the evidence runs out.
