A construction programme is only as good as the procurement schedule that feeds it, yet procurement is usually planned forward from whenever the file starts moving rather than backward from the date a contractor is needed on site. This report builds that backward pass from published Indian instruments — the Manual for Procurement of Works, Second Edition 2025, the General Financial Rules as consolidated to 31 January 2026, the MoRTH standard EPC agreement and the statutory clearance clocks — and examines what an award date does and does not guarantee, drawing on the Comptroller and Auditor General's audit of Bharatmala Phase-I.
