Published estimates of what rework costs a project range from 0.38 per cent of contract value to 20 per cent — a spread that reflects differences in definition, denominator and sample rather than real variation in performance. This report traces the best-known figures back to the studies that produced them, separates measurements from inferences layered on other people's medians, and sets out what the Indian public-works regime requires when work is found defective. Every measured rework-cost figure in it comes from outside India.
