A savings register decides whether a good idea becomes money the client keeps or a line in a slide pack. This advisory sets out how ARG operates one: what enters it, the quantification standard an idea must meet before it is tabled, which statutory gate each decision belongs to and who holds it, the point after which adoption becomes a variation rather than a design choice, and how a claimed saving is proved to have landed. It is written against the instruments in force — the General Financial Rules consolidated to 31 January 2026 [12] and the Manual for Procurement of Works, Second Edition 2025 [13].
